BUG: Install.css 404 Not Found

Hi,

If you go to the "Leave a Reply" section of a post (http://www.corephp.com/blog/coming-soon-to-a-browser-near-you/#respond) and submit without entering required fields, the resulting error page loads without CSS styling.  This occurs because the error page uses the wrong path to install.css.
