The way jomGive works is that it does not show up on profiles unless users have installed the application. If you want only certain users to have it set up, you can tell them to set it up and tell other users not too. There is not any ACL that limits which users can use the application and which users cannot. There may be something in jomSocial or another plugin to allow you to deny applications to some users.
